This document provides best practice guidance for everyone involved in procuring road passenger transport.

It expands upon the 2005 best practice guidance by:

• covering public bus services and other forms of passenger transport, such as home-to-school transport
• applying to Scotland and Wales as both territories are within the remit of the commission’s market investigation
• seeking to provide advice on how local authorities and local bus operators can work together to secure best value for the tendered bus network
